If you're new to IRC: it's an old instant messaging protocol still in use today.
At its core, the protocol is simple and no-nonsense. All you really do is connect to a server, join a channel and chat.
To connect, you need a client. I recommend HexChat.
Registering your nickname with NickServ allows the server to automatically set user privileges (the ability to speak on moderated channels, for example). It also prevents other people from stealing your nickname.
Many clients have ways of automatically identifying with NickServ at client startup. Read the manual for your client of choice.
